Executive Order 13514
The President's Executive Order 13514 mandates that Federal Agencies measure, report, and reduce their greenhouse gas emissions from direct and supply chain activities, integrate these efforts with their strategic plans, and report results annually to the Office of Management and Budget as well as on public web sites. Scope 3 reporting is required starting in 2011.Automated Scope 3 Greenhouse Gas Calculation
Climate Earth's system automates Scope 3 calculations for Federal Agencies in compliance with both E.O. 13514 and the new WRI/GHG Protocol Scope 3 carbon accounting standard. Our system also makes it easy for Corporations to report their Scopes 1, 2 and 3 emissions to Agencies for transparency in vendor procurement decisions.
For Federal Agencies
E.O. 13514 calls for innovative, agency-specific policies and practices to reduce Scope 3 greenhouse gas emissions. Climate Earth's system achieves this mandate by providing cradle-to-gate Scope 3 intelligence for all of an Agency's purchased goods and services. Items like the furniture supply chain are automatically included, requiring no data entry by Agency staff. Our system specifically addresses the following elements of E.O. 13514:

How it Works
Climate Earth systems utilize U.S. Government economic and environmental data as part of a pre-existing supply chain database built from Government Data (Bureau of Economic Analysis, EPA, and more). This enables calculation of comprehensive Scope 3 emissions using Agency expense data. No organization is too large. We routinely quantify billions of dollars in spend and hundreds of thousands of procurement line items. Our method has been reviewed by multiple academics and is based on nobel prize winning research. Agencies can also take advantage of these capabilities:
- Interactive web analytics portal
- Results tied to purchase data (example: $/kg-CO2e per spend category)
- Results tied to owners, organizational structure, and category roll-ups
- Identify top opportunities with vendors and contractors
- Establish priorities, set goals, track progress
- Optional: supply chain analysis of water and other environmental flows
